Het is het voorjaar van 2013. Citizenfour zoekt via een gecodeerd bericht contact met documentairemaker Laura Poitras. De eerste boodschap luidt: ik heb informatie die niet teleur zal stellen. Het klinkt als een spannende actiefilm of thriller, maar dit is hoe de samenwerking tussen Snowden, Poitras en Greenwald begint.
