Ingrid d'Hooghe is a Senior Research Fellow at the Clingendael China Centre. Her research interests include China's foreign policy and diplomacy, with a focus on China-EU relations; the development of China’s science and technology policies, and European science and technology collaboration with China, including research security.
With a study background in Sinology ( Leiden University, The Netherlands, and Fudan University, China), and a PhD in social sciences (Antwerp University, Belgium) on the topic of China's Public Diplomacy and soft power, Ingrid is in particular interested in analyzing how China advances its political, economic, and S&T interests in various parts of the world. How does China combine its soft and economic and military hard power to achieve international political success and how does it cater to the preferences and needs of different countries parts of the world?
Ingrid has alternated her work at the Clingendael Institute with positions at Leiden University and Dutch government institutions and work and research stays in Beijing and China, totaling 7 years. In recent years she was involved in research and policy advice projects for Dutch Ministries, the European Commission, European governments, academic institutions, and the LeidenAsiaCentre, where she is also a Research Fellow.
Recent publications include Dutch collaboration with PhD students sponsored by the China Scholarship Council; We can’t make China Dance to our Tune, and 'China's Public Diplomacy Goes Political' in The Hague Journal of Diplomacy (2021).
